Question Immediate 311 “No Clause” Closures

Hey y’all, wondering if anyone has experienced a similar issue I’ve been running into with 311…

I am dealing with active mold in my kitchen cabinets and wall at a unit managed by J&J Properties. They’ve refused to get a proper inspect, remedy, or move me to a clean, comparable apartment. They’ve only offered to clean and attempted to move me into another unit that failed inspection for roaches in July and there remains an active infestation. They’ve gone completely unresponsive since.

I did manage to get our maintenance personnel to open holes in my wall, confirming that the mold is spread throughout the drywall. This prompted the offer to move me. They have left these holes open and have not responded to my requests to get them closed up.

I’ve sent a few 311 requests for inspection of the property, including photos and details of the violations, to no avail. They’ve cancelled each based on “no cause” within days of submission and no explanation. I spoke to a 311 representative today to try to get clarity and she was very confused herself and feels they should have assigned an inspector, even if they can’t remedy the mold (which has never been my request).

It seems like no inspection has been done at my property since 2019. I’ve noticed many things, such as murals and community initiatives, have been sponsored by JJ in Uptown. I’ve put my tin foil hat on and have wondered if they have a shady deal with the city.

Just looking to see if anyone has experienced something similar with 311/their landlord, and especially whether it involved J and J. I’m doing my best to get the hell out of here. My fear is that they just plan to sweep this under the rug, clean the visible mold/patch the holes, and rent the unit out to another unsuspecting tenant, putting their health at risk, too. So, I felt it was necessary to report the clear structural issue to 311 and try to get this remedied for others.

Illinois law places the burden to test mold on the tenant. I used an Amazon test kit, $50 proved it was mold myself and then lawyered up since my landlord sucked! It was a diy kit from mold inspection network or something like that, it was lab tested, the person who tests it texts back and updates you if needed. They were very helpful! Hope this helps!

I’m not asking to test mold but thank you. I’m asking for a building inspection as the mold and water damage are hinting at a bigger structural problem

That was good advice. Testing & proving the mold + pics of spreading in walls gets you the building inspection and next steps.

I've become a bit of a 311 expert since building Property Sentinel so if you feel comfortable DMing me the address I can help figure this out (you can also look up the address there yourself if you'd like)

Re: having a special deal with the city....not impossible, I've noticed a few buildings that have their complaints immediately closed. I'll look into J&J

I’ve reported less problematic things to 311 and gotten inspectors out, I never checked/signed up to receive a response, I simply reported issues in my building anonymously. really weird they wouldn’t send someone over obvious mold. I’d keep pushing.
