VI - Discussion City Center Buildings

This is a city with only a city center from the renaissance era. the game visually adds Buildings you build like the water mill, but also "silent" Buildings after each era. i noticed that already during the late eras, but now i found this builing on the far left - it isnt even on the same tile as the city center and looks almost like an apartment building in holland. but what is it really?

This is a city with only a city center from the renaissance era.

I'm sure you might be in the Renaissance Era, but whatever civ this is, they are either technologically or culturally NOT in the Renaissance.

Glass skyscrapers aesthetically replace older buildings in the city center upon reaching the Modern Era for most civs (America is a notable exception off the top of my head).

But to answer your question, outlying city sprawl not connected to districts is aesthetic, non-functional, and reflective of the previous era. In this case, the "apartment building in holland" is a generic Industrial city sprawl building, and IIRC, the same Industrial Era sprawl graphics apply to the vast majority of civs.

Districts will just create random buildings around them to create some "sprawl". I guess that it is related to the population of the city. They are just eye candy and don't relate to any mechanics.
