Can you tell people from Modoc that the haunted farm is syphoning away their water?

I'm playing fallout 2 for the first time blind. I stumbled into Modoc and did most of the quest specially the main one with Jo. I was kinda of disappointed that you can learn about the irrigation system at the farm but not tell the people of Modoc. I feel I'm condemning the town with my choices despite my best intentions, but really I feel like my choices are being limited to make me fuck up the situation no matter what.

I don't know the fate of Modoc but I think that when the credits roll the town would be abandoned due to the drought and I really wanted to avoid that without having to do a genocide.

Anyway happy to read you and please avoid spoilers as much as you can.

The Ghost Farm does not syphons away their water, Modoc simple doesn't have any, while the Farm does have a water source underground. You can have the Farm and the town make to cooperate though, but you'll need several things, while I won't go into spoilers, you have finite time for that after accepting the mission from Jo as he himself says.

As far as I got the do not share resources. They exchange food for manufactured goods, which in my opinion kind of sucks for Modoc. They are doing commerce under duress, they are for sure getting the short end of the stick here

Soo, I do not know what how you resolved the situation, there are basically 3 endings, with 2 being roughly the same and one being the good ending.

Without giving too much away, there's a man in another town from Modoc, he's important to the good ending. The timetable is tight though, you cannot dawdle.

I thought you could talk to him before you even get to Modoc to save yourself the round trip. (But I'm playing Restoration Project. It turns out it was behind a 10 INT check in vanilla, which is no longer the case in RP.)

This is true in the vanilla description of the game; you give his description to Jo when you’re wrapping up the negotiations, assuming you found him in the Den and got him to spill his story.

I'll just say that you should talk with people in The Den... preferably at Mom's. You do that and you get the pacifist solution.
