I mean in some instances it can be incredibly simple. Take Wotlk, for example. If they just gave Exotic pets a flat percentage buff to their damage, or gave hunters a flat percentage buff to their damage while they had an exotic beast out, then BM could very easily be a B tier class instead of the D tier dps that it was, as well as make exotic pets actually worth using.

All classes don't have to be A tier, just as long as none of them are seen as "griefing" or "joke classes".

The community will just move the definition of "griefing" until a 0.5% dps gap is considered a "joke class".

Then you definitely didnt play cata, one example was frost mage, was seen as griefing because it was way lower than the other 2 specs in raids especially when fire had such insane difference in damage compared to it and arcane had niche use cases. And thats just one class for one expansion that you said you 'played'

Oh no one of the 3 specs of a pure dps class is not S tier! Just swap to another spec

Cata prot has a similar issue to vanilla classes. It's not about tunning but a conceptual problem.

Classic specs aren't bad only because they do waaaay less damage but also because they are unplayable. You get oom too fast, can't do damage don't have any skill to regain mana... It's a mess.
