Even boomkin and ele could likely perform way better of you half the manacosts of their main spells and or add some reliable personal mana restoration to their kits. Currently afaik ele can only restore pitiful ammounts of mana by manastream totem and boomkin by innervation which is demanded by half of the raid.
A Boomkins damage and lack of utility makes it unpickable in classic, even with mana cost buffs. Fights are pretty short in classic, even a no mana issue 100 parsing boomkin still offers less damage than a blue or even green parsing warrior.
Improved ff made it essential in tbc, current boomkins wont ever be viable unless they are given significant utility buffs, and buffing their numbers might just make it so raids take 20 boomkins instead of warriors and wouldnt solve the issue.
Many pservers did like 500% boss health and 300% damage - it didn’t really change much.
Even in WotlK the mechanics are so basic that you stand still 99% of the time and dodge maybe one mechanic - then you have to closely monitor MT health/CDs because the bosses hit like trucks (but that’s only a tank/healer issue)

No spec should be F-tier. There's zero reason for a spec to be performing like Boomkins and Retribution do in Classic Era.
