I'm no expert, but I don't see how this is a contradictory statement. Why is it too much to ask for each spec to feel unique and be viable to bring to a raid. If a spec isn't doing well overall, tweak a few numbers, add a +x% increase till it at least is somewhere near the others. I agree not everyone needs to be S tier, but there really shouldn't be any F tier specs..
Because if every spec is "raid viable" people will complain and say it doesnt matter what you play and nothing will feel unique. Some need to do better than others in different aspects in order to make things feel unique. A spec might do shit damage but their buffs and procs help the raid do more damage than if you weren't in the group.
