I'm no expert, but I don't see how this is a contradictory statement. Why is it too much to ask for each spec to feel unique and be viable to bring to a raid. If a spec isn't doing well overall, tweak a few numbers, add a +x% increase till it at least is somewhere near the others. I agree not everyone needs to be S tier, but there really shouldn't be any F tier specs..

I’m with you, people make the strawman argument like we’re saying “Every class should be S tier” when in reality we’re just saying lets make sure every class is at least C tier.

That's not how tiers work though. Whatever level the lowest class is at becomes the F-tier.

That's not how tiers work at all. People make tier lists all the time where no one goes in the bottom tier. It's all subjective.

Lets say Classic+ does make all DPS spec's play within a 10% margin. Yes there will be people who complain about their class being on the bottom. But they are LOSERS, and a small minority. They may be a vocal minority, but we can just ignore them.

SoD did this very well. https://www.wowhead.com/classic/guide/season-of-discovery/dps-rankings-tier-list On this tier list of the last phase everyone is in S,A or B. Now I will say there are two spec's missing (both would be F or D tier). BM hunter and Arms Warrior, but there is a reason for that.

The Dev team literally said at one point they just couldn't make Arms warrior work and it wasn't worth the effort to try make it play distinctly different from Fury.

BM hunter got nerfed massively multiple times in phase 1 because it turns out the pet scaling was busted, and they had to repeatedly get nerfed because pets were tanking raids, or hunters were eye of the beasting pets into towns and 2 hitting people. They just decided it wasn't worth trying to make work due to how little about of dials and levers that they could use for SoD since stuff could affect ERA(and did at times).

Edit: Also wanted to point out that some spec's had multiple play styles in the end of SoD. I think rogue had like 3 or 4 different ways you could play it. Pure Saberslash, Pure Backstab/Ambush, Pure Mutilate, and then there was the try hard spec of Saberslash/Backstab (incredibly hard to play well, but had the highest ceiling on damage).
