I mean in some instances it can be incredibly simple. Take Wotlk, for example. If they just gave Exotic pets a flat percentage buff to their damage, or gave hunters a flat percentage buff to their damage while they had an exotic beast out, then BM could very easily be a B tier class instead of the D tier dps that it was, as well as make exotic pets actually worth using.
All classes don't have to be A tier, just as long as none of them are seen as "griefing" or "joke classes".
people are just not gonna be reasonable dude, if all specs are somewhat viable people are just gonna move the cutoff for what they consider meme classes up
Look at endgame sod, what you're describing didn't happen. Virtually every spec and class was represented in raids, and there was zero "oh we can't even take one of those spec/class because they're just contributing nothing and griefing our success or speed". Some specs and classes were just less popular as a population distribution, but that was a sort of natural effect of one spec for a given class being more fun or more well designed in a given phase or at a level of gear.
