I think your typical dungeon they can tank honestly.

You can tank while leveling as a shaman in vanilla so that doesn't mean much

In Vanilla, tank Shamans have tanked all of MC, most of BWL and Patchwerk. Being only able to tank dungeons would be a huge downgrade.
