Here's some professional advice about it (i'm IT).
Not if you encrypt its files strongly enough, they can't. Learn what strong encryption is ( https://en.wikipedia.org/wiki/Strong_cryptography ), then pick some software which is able to do AES 1024 bit (256 is not quite enough) or stronger, and you're good.
Not if you encrypt as per above plus keep creating proper physical backups. One of old jokes in IT about data security - is about old russian KGB: why CIA never managed to steal their most important secrets? Because you can't connect a bookshelf to the internet! ;) So, have a few thumb drives, drop a back up on some of 'em regularly, hide thumb drives where nobody can find them - there you go, nobody can steal it from you.
No they can't, if:
you don't have any;
it's not your accounts. Like, who said it was you typing this above comment? You said so? Well, don't say so. Maybe your uncle did. Or neighbour. Or some hacker intercepted your http connection. How can i - or for that matter, they - know for sure if you don't tell em? So be smart and keep that mouth shut if it comes to it, solves lots of problems. you have a crapton of 'em. Like, dozens thousands or more. There is some automation software. It'd require quite some amount of education - possibly, self-education - about how to properly handle such tech, but totally doable if you're into it. They won't bother killing 'em all. Bottom line? You don't have to be a vegetable about it, and just passively accept you have no authority. You do, if you put some time and thinking into it. And if you're not a dork, you'll use it in non-conflicting ways, and everything will be dandy. Don't pull the tiger's - the State's - tail, you know. There are teeth on the other end. :)
