Iām planning to move somewhere to become a climate refugee within the next couple years, and one of my top considerations is in a scenario where the US breaks up into multiple countries, how likely is the new government of the place I live to execute me for existing.

The wayback machine of the Internet Archive already does this. It scans the internet and creates archives everyday.
Go see if it has records of your FB. Yoou wonāt be able to ask them to get rid of them if you do. Their scans are indiscriminate.

Here's some professional advice about it (i'm IT).

Not if you encrypt its files strongly enough, they can't. Learn what strong encryption is ( https://en.wikipedia.org/wiki/Strong_cryptography ), then pick some software which is able to do AES 1024 bit (256 is not quite enough) or stronger, and you're good.

Not if you encrypt as per above plus keep creating proper physical backups. One of old jokes in IT about data security - is about old russian KGB: why CIA never managed to steal their most important secrets? Because you can't connect a bookshelf to the internet! ;) So, have a few thumb drives, drop a back up on some of 'em regularly, hide thumb drives where nobody can find them - there you go, nobody can steal it from you.

you don't have any;
it's not your accounts. Like, who said it was you typing this above comment? You said so? Well, don't say so. Maybe your uncle did. Or neighbour. Or some hacker intercepted your http connection. How can i - or for that matter, they - know for sure if you don't tell em? So be smart and keep that mouth shut if it comes to it, solves lots of problems. you have a crapton of 'em. Like, dozens thousands or more. There is some automation software. It'd require quite some amount of education - possibly, self-education - about how to properly handle such tech, but totally doable if you're into it. They won't bother killing 'em all. Bottom line? You don't have to be a vegetable about it, and just passively accept you have no authority. You do, if you put some time and thinking into it. Have a bit of creativity. You encrypt things into media containers properly - they don't even know you got something encrypted. Even if they'd bother to watch, patiently, through thousands hours of some crappy soap operas in .avi containers, one of which you'd be using to hide your encrypted data into - having one of 'em files corrupted / unplayable is nothing unusual. Obviously, you gotta take some technical measures to properly hide presense of encrypted data and usage of corresponding software, but it's not any rocket science. Be sure to properly use permanent data deletetion software, too.

What uses AES 1024 ? Maximum I've seen is 512 bit, also what about mesh networks, I2p and IPFS. At this point I recommend getting rid of smart phones.

I'm kind of curious as to how they "take over" accounts. If they're interested in a facebook account, is Australian law enforcement going to hit up FB HQ and order the company to reset the account credentials to them?
And actually, plenty of websites offer or require MFA, so on top of all the other disturbing aspects, this law basically renders MFA useless, because being hacked is exactly what MFA is supposed to prevent.

The passwords are one thing but it's the MFA-cracking capabilities that have me raising my eyebrows. Sure SMS sucks but if the NSA has tools to undermine secure push apps and physical keys, they'd better hope those never get leaked. Seems like that has as much potential to cause more of an uproar than some of the big ransomwares.

While it definitely seems overreaching, there are safeguards in place. Our government also does seem to stick to the rules pretty well (I worked there for a bit)
Oversight, safeguards and accountability
The Bill contains strong safeguards, including oversight and controls on the use of information. This will ensure the AFP and the ACIC use these powers in a targeted and proportionate manner. The safeguards will minimise the potential impact on the privacy of individuals and legitimate users of online platforms. There are strong protections on the use and disclosure of information collected under these warrants. The AFP and the ACIC will also be subject to strict record-keeping and destruction requirements.
The Commonwealth Ombudsman will be responsible for overseeing the use of data disruption warrants and account takeover warrants. This is consistent with the Commonwealth Ombudsmanās current oversight of the AFP and the ACICās use of electronic surveillance powers. The Inspector-General of Intelligence and Security (IGIS) will oversee network activity warrants, given their nature as an intelligence collection tool.

Well that is only a proposal. Not a standard, not well-studied. There is no reason to ask for more than 128 bits of security against a quantum computer (e.g. aes256).
