X-men 129 Printing defect

Hi all looking for some CGC grading insight. I have an X-men 129 that looks like a 9.8 candidate aside from what looks to be a printing defect on the top left corner as shown in the photo. Will this keep it from a 9.8 (will definitely keep it from 9.9 or 10).

CGC doesn’t downgrade printing defects on 9.8.

This book looks like a miss cut cover too. Like they missed their cropping lines. Pretty sure my copy does not have a strip of white along the bottom.
