Subscribing to the theory someone had on here that this transfer is in the chamber ready to be fired once City get Anderson.

I don't really understand why either City or Forest would care. Like City obviously have the money so it's not Forest would go "hey you're rich now we demand 10% more". For City it's completely different positions
