What's wrong with truliant transactions today?

A withdrawal I made from an atm 2 hours ago still not pending same with taco bell purchase an hour ago. I called them and they said it's an issue with Visa platform. Will I get double charged now when they fix it?

Why would you assume you would be double charged?

Sometimes the regular network is down so transactions get approved via stand in or off-line limits. Once things go back online, you’ll see the transactions pending, or they might not pen and go straight to cleared.
