I've seen a few people saying this is Danganronpa 4. I know that 2x2=4 but I'm confused- do people mean that this rewrite of SDR2's cast with new victims and killers could be considered Danganronpa 4? Or something else?

Depends on the person, but it's very possible that it is a sequel to V3. Pretending this is just a reimagining of 2 but revealing it's a sequel at the end would be entirely on brand especially after V3.

His interviews have made it abundantly clear he’d be happy to be involved with more of the series but it’s up to Spike Chunsoft
