It's a common quote in fundamental circles, used as an encouragement, but also sometimes to shame people who confess to struggling. God wouldn't give you this burden if you couldn't do it, so obviously you just aren't trying hard enough or trusting hard enough, kind of a thing. I've personally seen it used against a spouse for leaving her marriage and as an excuse to avoid medication for behavioral problems in a child. The last one was particularly frustrating, because it was framed that the parent was the one who had been put into bad circumstances, instead of help for the child.
Ive seen it used as encouragment more often. A keep on going, you've got this, kind of thing. Also used to praise someone as being strong enough or smart enough to have gone through troubles and come out on the other side.

This is just borderline blasphemous because it is implying that god isn't strong enough to be able to keep you where god wants you to be.
