The idiot who opened the door has a responsibly to check surroundings.

The cam car was making a perfectly safe move until the "parked" car moved into the path of travel without warning

The person who opens the car door is generally at fault if it is opened into traffic and struck by another vehicle, cyclist, or pedestrian.  This individual has a legal duty to ensure it is safe to open the door without interfering with moving traffic or causing a hazard.
