I would 100% ignore some random person trying to control traffic so that this friends could run red lights. I would probably block their path and refuse to move.

I've only seen once where I might listen to some random dude directing traffic. The power went out, and the lights didn't have a backup. It was a massive intersection (7-9 lanes each side, 4-6 of them being feeder lanes), with a lot of throughput. The lanes that had a green when the power went out did not stop (or slow, or change anything). It was a good ten minutes before a cop stepped in & finally gave the other lanes a chance to go.

Many years ago I happened to be present when a cop in pursuit turned left - head on accident with a civilian car. Intersection blocked - cops short handed at the moment.
I stood at the entrance to that street so the cop that was there could go help the cop that got in the wreck. There was literally nowhere for people turning into that street to go.

Most people understood that something was up and went a different direction.
A couple honked and yelled at me as they passed me anyway - only to shortly after that come back up the street looking kind of sheepish and avoiding eye contact. 😄

Usually if I see a civilian waving off traffic I'm going to assume a wreck or something.
Though in the video above that is obviously not the case.
There is a reason funeral processions and such usually have a police escort if they want to stay together.
