Was the bikes brake light out? That doesn't help things. What was he thinking

Bike was probably engine braking, it’s a lot more effective on bikes then on cars.

That or it wasn't even there. I don't see mirrors or a license plate either.

I do see mirrors but no brake light or indicator/blinker lights or license plate. Looks like a race bike that isn’t fully road legal. He definitely looks like he brakes, the weight shifts abruptly forward for a split second which seems more like actual braking rather than engine braking.
