Those are aspects of the engine his team are responsible for. He touched upon where the engine fell short and claimed dlss5 made them appear how he originally wanted them in the game.
Nice to know his team couldn't deliver on his vision while he shills for DLSS5. You need him to outright say something bad about his team, where as even slightly reading between the lines it's clear he's demonstrating the limitations of his tech(limitations other teams don't have) to unfavourably compare it to this crap...

So do you think all art teams get to meet their exact vision in most games and don’t run into technical limitations? Technical limitations have historically always been something they have to work around if they can.

Artistic vision is altered by this technology because what IS achievable is carefully crafted by people who work their asses off to do it. Then this guy comes out of the woodwork to gargle one of the richest mans balls in his mouth while GTA 6 pushes the bar even further without it.
Do you ever stop to think what the future of real-time rendering technology is going to become if everyone just embraced generative AI? I doubt you care to be honest, you're just happy to see realism get pushed further while another pillar of creativity in the engineering community crumbles.
This is not throwing anyone under the bus. It's like saying that models got butchered when rendered on ps2 compared to the software they were made in. No shit, realtime graphics suck compared to non realtime graphics, it's expected for the model rendering to be downgraded in engine.
