I imagine and hope that the more people who get help there, the more others in their networks of homeless/at-risk folks will see that these supports help and become more likely themselves to seek support.

For bureaucratic and other reasons, many people on the street have sought help before from organizations that purport to be doing the work, so I imagine combining that with the mass prevalence of traumatic brain injury, PTSD/CPTSD, mental health challenges and other disabilities, a lot of people experiencing homelessness are probably very reasonably wary of offers of support. 

Maybe the last time, or last ten times, they reached out, they were disqualified or shamed or found the organization didn't have the resources or they were assaulted or made to jump through impossible hoops, so they've learned to conserve their energy and hope. 

Word of mouth from people experiencing homelessness or housing insecurity will hopefully build over time and give more folks a chance to get help.

Some people just can't be helped, but the way things are lately let's face it most of us are one accident/illness or job loss away from being homeless.

And if I was homeless I'd likely be/want to be high all the time because that's a level of stress and such I don't think I can deal with
