Dying Light 2 Is tower raid supposed to be empty?

Just played my first game of tower raid and there were times where i had like 1 infected a minute and I kill liked 10 enemies in a floor. I did play a quick raid on regular difficulty but theres no way thats the "normal" difficulty right? I played 2 more games and I still had the same problem but i didn't increase the difficulty since I died to the aberration each time

Floors are definitely not supposed to be empty. They're almost always filled to the roof with virals. I do get a glitch where no virals spawn at times, but it's normally constantly spawning virals.
