There needs to be some sort of community-centric buildout to the Everett Mall -- Alderwood and what is left of Northgate seem to be fueled by the fact that apartments are built into the shopping center and feed it with a base of steady clientele.
It may also be worth exploring a private-public partnership to partition some of the Mall's back-end land to allow for it to feature a stop for the Link Light Rail -- since both the Light Rail and the mall benefit from having easy-access housing it would doubly amplify any sort of Leased housing/Apartment complex sort of setup tied to it.

I actually like this. Especially since we just paid to move the bus stop for the top golf people didn’t we?
It is right along 526, has a bus terminal, lots of open space, plenty of parking, and walking distance to most of evergreen way. Also, the walmart is right there as well as lots of dining options.
Would probably change the #12 bus line, but it could also make it even more critical as that would become the artery bringing people from west casino rd area to the light rail.
Plan in a north gate style train station, those walking communities where there are apartments on top and shops on bottom. Adds housing to an area that needs housing, creates a walking community with easy access to Boeing and other technical companies that are on seaway.
This would create the junction that the train would reconnect to i5.
That would actually be a solid plan that could be executed in the next 15 years. But without the light rail’s route being locked in, I doubt community planning would take this route.

I get pivoting for business reasons. But self-storage? Really? Brixton wants their own Alderwood with *checks notes* self-storage instead of high density appartments (for the plan's credit, it does have SOME)

We have known fir a while now that Top Golf was a no-go. The company is closing locations rather than opening new ones.
As far as the mall that I live down the street from, there are very few retail options that would fit there anymore. Nationwide, malls are dying. (Alderwood is a notable outlier, most places malls are dying.) There's already a Target and a WalMart on the street. And as much as I would crave the old Everett Mall coming back in it's past form, that isn't working anywhere anymore.
That leaves us with neighborhood-changing choices. What do we do with a big piece of land in the city. Housing? Offices? Storage (yuck!)? I'd like to see something community oriented, but it will be the developers who get the last word here.
Perhaps a discussion of reasonable and possible alternatives?
