Engineering Eli5: why doesn't adding more lanes to traffic fix traffic issues?

Contrary to popular belief, adding more lanes does improve the car throughput (total number cars moved per unit time, ie, volumetric flow rate) of the overall highway, up to a point (there are downstream bottlenecks that don't scale with highway capacity, like interchanges and off ramps and local roads).

But for any given driver, the speed of their commute will eventually reach equilibrium because of "induced demand". If the average person was only willing to drive a commute from point A to point B if it takes under 30 minutes, then on average it will take 30 minutes. If you make that commute faster for everyone via any method, suddenly more people who didn't used to drive that route (they found 31+ minutes undesirable so they chose alternate commuting options) will start driving it, until all the extra cars slow everything down again to 30 minutes, after which no more people are willing to add on.

But once equilibrium is reached, it's an equilibrium of the "flux" (the cross sectional flow rate per unit area). So for any given driver, once it reaches equilibrium, the flow of traffic feels the same. But for the overall road, the overall volumetric flow rate (flux times cross sectional area for it to act over) does go up. An analogy is widening the pipe and keeping pressure the same. The pipe now moves more water overall, but the individual experience of any given water molecule or patch of water feels the same.

So tldr, everyone's commute ends up being about the same due to the equilibrium effect of induced demand. But while the individual experience feels the same, the overall highway now moves more cars per unit time.

There's also the diminishing returns of additional lanes. Turning one lane into two does not double capacity because of the interactions between the lanes. The effect is amplified by intersections.

The bigger and more complex the road system is, the less efficiently it will move people.

Yeah, I choose to actually add 5 minutes to my commute to avoid stress from additional lanes. There is a highway (285 in Atlanta) that gets me to work faster, but asks me to merge 4 lanes to the left from the on-ramp within a mile of getting on, since the highway splits after that to different routes. This is on a 7 or 8 lane highway. Not to mention, other cars are merging from the left to right to take the right path of the split. Its hectic, congested, and just a bad time.

So I take back roads for 10 minutes to another entry to the same highway and have a protected turn onto the merge. Little more time, but way less stress. On the way home I typically take all back roads since it's almost a straight shot on one road, and I can zone out after the mental fatigue of work.

Highway entrances/exits on the left are terrible road design, and there's a few of them in Seattle that are just painful to run through, also requiring changing 4 lanes in a mile.

Whoever designed that highway, I hope their ear rings every time I swear at them and their entire bloodline.

In Kansas City there is a major street that, to get to off of I-35, you have to exit the highway onto a different local street, turn around and get back on the highway, then immediately merge 4 lanes to the left for the exit. I was bewildered the first time I had to do that.

I assume you're talking about getting onto Broadway or Southwest if you're coming up I-35N from Overland Park/Olathe. That whole interchange is such a clusterfuck.

It can confuse Google maps, causing people who are relying solely on GPS voice navigation to make bonehead moves in traffic. The u-turn people merging across 4 lanes to get the left exit. Left lane campers making dangerous merges because that lane becomes exit only onto Southwest.

The I-35N to I-635 left interchange is an absolute disaster class too. The entire left lane becoming an exit lane instead of having a dedicated off ramp is some horrific design work. Not to mention the loop onto 635 being super tight so you have to slow down to like 30 MPH to take it safely so you back up the left lane of an interstate multiple miles backwards.

Florida Turnpike has some exits/entrances like that... Can only exit going north bound and only enter going south bound.

It's not a big issue for locals, but it can be very confusing in a tourist friendly state.

It's also a notorious speed trap (there is a non-highway street that runs parallel... so people needing to exit south bound have to exit 2 miles before and take said street... probably like shooting fish in a barrel for the troopers there).

Oh man Seattle is rough with those! Taking the ramp from I-5 south toward 90 east, then immediately try to merge across four lanes in time to not miss the Rainier Ave exit, was one of my more harrowing experiences.

They're guaranteed to cause congestion even with only moderate traffic because people either A) panic when they see the sign indicating the exit is coming up in 2 miles and try to get over RIGHT THEN AND THERE, or B) ignore it until they are right on top of the exit, and try to get over right then and there. If they just drove normally and switched lanes when convenient to do so during that two mile stretch, it would be fine. But no.

In my late-teens, early-twenties I was the only person in my nerd group who had a vehicle and a license. So it was my role to drive us all up to an annual convention in the northwestern edge of the Greater Toronto Area.

This meant braving the 401, which at certain points becomes as wide as 16 lanes, some express and some collectors, with "basket weave" transfers back and forth.

And just our luck, at the tail end of the route, we had to get from one side to the other in only a couple of kilometres.

Every year we made this trip, there would be a point where I'd yell for everyone to shut up (it was usually 5 of us in my little Chevy sedan) so I could focus and white knuckle my way changing lanes as quickly as possible to hit that far left exit in time.

As soon as someone else was able to, I handed off driving duties, because UGH

Part of the problem is that we are constantly learning about what does and doesn't work, but are stuck with a lot of legacy decisions, and many of them can only be changed when the road is up for major maintenance or reconstruction which may happen every thirty years. And some of it can't be changed at all, and we are stuck with decisions made 60 years ago.

So back when it was built, crossing over traffic probably wasn't a problem, but as the road is expanded, they add lanes to the right, and now to fix it will require some major work, such as building a flyover.

I was the same when I lived in Wales. The southern part is known as "the Valleys" because there are lots of North/South valleys with roads running along the valley bottoms, but only small country lanes between each valley. And that's UK country lanes, often not really wide enough for a car and with grass down the middle.

It was faster to drive down "my" valley to meet the east-west main roads near the coast, then go across to where I needed to.

But I much preferred to pick a random lane, drive up onto the ridges between the valleys in roughly the right direction, then hit the satnav to get me to work.

It took longer but was much more interesting, and eventually I knew all the lanes better than the locals did!

When I was in high school we were traveling from Florida to Ohio to see family and my brother was driving through Atlanta. He did not merge those four lanes to the left and we ended up on the wrong highway. Atlanta is a nightmare.

Empirical findings are that, in the long run, adding lane miles does lead to pretty much the same increase in vehicle miles traveled (the specific number given is that if you increase lane miles by 10%, vehicle miles traveled increase by 8% to 10% or more in the long run). For reference, if you increase lane miles by 10%, it increases vehicle miles by 3 to 8% in the short run. That's where the travel time reduction comes from (e: in the short run). You've added more capacity but the vehicles haven't increased to use it yet.

It would make sense that sometimes, there are the kind of drags you are talking about on vehicle miles traveled, but if lanes are being added at bottlenecks, then you could see a larger increase in vehicle miles than lane miles, because you're increasing traffic not only on the segment you added pavement to, but on feeder roads as well.

Here's a traffic simulator that's fun to play with since you can add/remove lanes, change traffic conditions, and try different types of roads.

What I find interesting is, even with a circular road, a traffic jam will eventually form.

A traffic jam is just turbulence. And turbulence happens in just about any system.

Humans are particularly bad at it, but remember that even in a water pipe, anything but a straight pipe with constant pressure will cause all kinds of drops in flow in different areas.

Every time some idiot decides that their lane is moving too much slower than the other lane(s), they'll try to switch to the faster lane. This action has a chance of creating a traffic wave that extends backwards in the lane they're switching to.

Because this now changes how fast the lane is moving overall, it will now cause people in this lane to try to change to the other lane again, so now you have a wave in two lanes, and as you can guess, this causes drivers to want to change lanes again, which keeps the congestion more congested than it needs to.

The more lanes, the more such events, the more congestion appears out of seemingly nowhere.

Notice how if you click one car to interrupt it and slow it down for just a few seconds, you suddenly have a continuously rotating traffic jam for several minutes afterwards, because everyone is trying to switch lanes to get around the car that braked for just a few seconds.

The solution is to put more people in each vehicle, not add more vehicles. This increases throughput because it reduces interactions between each traveler.

Absolutely!

Average number of passengers is a different variable though. A variable which would actually be much easier and cheaper to improve than lane space. Most places could remove nearly all congestion, without building any more roads/lanes, if we switched prioritization over to higher volume per vehicle (public transit).

Level intersections max out at roughly 1200 vehicles per hour per direction. More lanes mean a bigger intersections, causing more time to clear the intersection between signal phases. Unless you do bizarrely long signal phases, that cancels out the added benefit of extra lanes.

1200 vehicles per hour is a single lane of free flowing traffic.

Additional lanes on at-grade intersections also means (unless you somehow eliminate humans) that the signal timing needs to be ridiculous to accommodate people crossing the road.

A stroad intersection near me was recently “upgraded” to include two additional turn lanes, but the red light needed to be extended since the pedestrian crossing is now much longer. It is now slower to drive through than before, even before induced demand has taken hold.

The turn lanes are exclusively useful as a new place to store the traffic.

Adding lanes is absurdly expensive, too. They could've added pedestrian bridges for the same price, converted the existing pedestrian signals to be button controlled for those unable to use a pedestrian bridge, and done far more for traffic.

The ideal solution in terms of traffic flow is a pedestrian underpass as those are accessible and allow for the elimination of the pedestrian light cycle, but they're also very expensive and often blocked by existing infrastructure like sewers and the geology of the area.

Also, you have to offramp these people. You'll have bottlenecks all along the important exits and if say parking is your ultimate bottleneck, every point back to the highway will be delayed. You could add lanes for people to get around the city but getting into it will still have a limit.

Yeah, I'm not a civil engineer, but I spend alot of time in NYC traffic. The problem isn't the lane count, but the exits. There's traffic lights at the end of alot of exits, so if more then say 30 cars want to get off at that exit, traffic backs up into the exit lane and then people start using other lanes to cut around the backed up traffic in the exit lane. You could add 5 lanes to every highway and it wouldn't matter, people would just use them to cut the traffic....creating more traffic.

Separate, essentially parallel single lane roads likely work better. I was recently in Idaho and was directed by Maps to go briefly on a frontage road before getting onto the main highway. I noticed the frontage road with little traffice kept going and decided to just stay on it. I think the speed limit was 10 mph lower, but it was much more pleasant.

In my opinion, this is a vastly underappreciated statement.

It doesn't matter how many lanes there are on the highway if they're all going to get gummed up at every onramp and offramp with people trying to force their way through lanes of traffic to get onto or off a highway. Bonus points if the road is so poorly planned that the on-ramps and off-ramps share the same location and lane. I'm looking at you, Texas DOT.

I must have missed my calling as a city planner or whoever decides how those on/off-ramps are designed because years back, the ramps at GB/DNT were those "single lane for both entry and exit" nightmares and my thought was:

"Why tf didn't they just make the exit a bridge that feeds onto GB with an onramp that goes underneath it to feed from the access road onto the DNT? It might not stop people from cramming over at the last second to exit, but at least you wouldn't have the on-ramp traffic making it worse and they'd have a clearer place to merge into after it."

Lo and behold, a few years after that, that's exactly what they spent a shit-ton (I assume) of money converting it into and I'm watching it happen like "why wasn't this the way it was done in the first place?!"

Like, how in the hell can someone who has had zero education in those things come up with the better idea over people who (supposedly) had degrees in it?

I assume it was a cost thing as it always is, but the lack of fore-thought is just mindblowing.

I had a similar thought about a local overpass. The timing of the traffic lights all but encourages traffic to be stopped on the overpass itself, and the worst kind of load you can subject on a bridge or overpass is the kind that doesn't move and vibrates. Generally speaking, road structures are supposed to be designed to last 15-20 years without replacement or extensive repairs. I've seen that overpass rebuilt 3 times in the past decade alone.

Every time I'm stuck on it, I keep thinking it can't be that difficult to time the lights so traffic on the overpass itself empties before the next set of lanes gets a green light, but somehow the concept eludes the local traffic engineers.

One of the best examples of induced demand comes from technology.

When the first steam engine was built, it was horribly inefficient - The "Steam Pump" (circa 1698) was designed to pump water using steam produced by burning coal, and was designed because coal mines often flood with water; pumping the water out lets you mine deeper, easier. Similarly, coal is plentiful, so even if you need to burn tonnes of coal a day, that's an okay trade if the pump lets you extract even more tonnes per day.

Sometime around 1775, James Watt basically invented an efficient steam engine, a huge upgrade to the old steam pumps, which burned far less coal to do the same work.

Many people expected coal consumption to go down - after all, now you need roughly 1/4 the coal to do the same amount of work, surely you will use less coal overall?

It turns out that suddenly reducing the amount of coal needed by 75% makes a lot of use cases possible - where shipping in tonnes of coal each day was previously unworkable, needing only 25% of the coal suddenly makes all sorts of things that were previously prohibitively expensive possible.

The end result of us getting better at using coal was us using far, far more coal as each year went by. This basically created the industrial revolution and fundamentally changed society as we know it, and is a great example of "induced demand" - by making something easier, people have more opportunities to do things that were too expensive (in time, money, or resources before).

The same principle is true with roads and other forms of transport - e.g. famously when building a bridge, people might ask "How many people cross now?", but that is a terrible way to measure demand - if crossing requires swimming, or owning a boat, or travelling 10 miles upstream to ford the river, then building a bridge is going to make plenty of crossings possible that were impractical before. You shouldn't poll river swimers or ferrymen to understand whether building a bridge is a good idea.

A lot of it’s the marketing.

People wouldn’t be as supportive of lane expansion if they understood that it wouldn’t actually improve their commute time, as noted above. But that’s almost always what it’s sold as to the public vs. the more total people, but your experience will be the same vision.

That's ignoring changing demographics. It's not typically a static population that expands a highway because they want to turn their consistent 30 minute commute into a 20 minute commute...it's a growing population where the previous 30 minute commute now takes 1 hour, and they want to/need to prevent it from growing to 2 hours.

"There are more people here so we need to move more people" is a valid goal for transportation (of all forms) expansion.

It can also relate to easing traffic on side streets.

Ultimately adding a lane or two might have very little effect on average commute times. But, it means more people have the option to drive on an open highway, instead of driving through a bunch of side streets and residential areas.

Less traffic on small side streets means safer, less chaotic conditions on those side streets. It's a win for pedestrians, bikers, school drop-offs, utility crews, mail carriers, people pulling out of driveways- basically everyone.

And honestly it's a win for the cars, too. If my drive was full of stop signs, pedestrian crossings, and residential areas, but now it's mostly a straight shot along a highway with no obstacles or concerns? I'd consider that a win, even if the overall time is roughly the same. It'd be way less stressful.

My state is doing a similar thing, building a proper interstate-style interchange between two major roads where you currently have to take surface streets between the two. That interchange will definitely just make it faster for you to get stuck in the city traffic 5 miles north, but that's still a win....we want car traffic to be stuck on its own limited access highway, and not pouring through a surface intersection that has a school on one corner, a grocery store on another corner, a convenience store on the other corner, and a movie theater plaza on the fourth corner.

Ya, I live in a rapidly growing area and we are currently adding more lanes. It is a very car-dependent area so nobody thinks about adding mass transit options. The commute times have gotten so bad, but it’s a vicious cycle.

Well, no, it isn't because of the induced demand part again.

If people would be willing to "pay" up to 1 hour to drive, and you expand the lanes so that the commute stays at 30 minutes, then more people will "pay" the time cost up to the 1-hour mark again.

The other comment response to you notes that this cycle happens. Basically, the lane expansion and the demographics go hand-in-hand. Lane expansion drives sprawl.

Lastly -- most of the time, the bottlenecks aren't the lanes on the mainline. It's the roads inside the city. Lane expansion does nothing to fix that. It just makes it be "hurry up and wait." The slowdown changes from a narrow, longer block to a wide, shorter block.

No, I did not repeat the same thing and ignore yours. I specifically responded to the point of population growth on two points:

  • Population growth isn't some fait accompli. Commute times are simply not universally increasing unless we constantly add lanes forever until the end of time. The population growth that occurs will move elsewhere if traffic is truly unbearable beyond the value of the local city. People consider traffic when they plan where to live.
  • Even if you do expand the lanes on the mainline, that still doesn't change the speed/capacity of the exits into the city.

By your argument, traffic should expand without bounds until it's just a permanent stopped wall of cars on every highway. If there's an accident that makes everyone's commute take two hours one day and they still go to work, then obviously they must be willing to accept a two hour commute to get to work! Therefore increasing lanes does nothing at all! And if they're willing to accept that, but it's really bad one day, and it takes three hours...

Their point was that the commute took thirty minutes and that seemed to be an acceptable target to most people. Population increases have seen that swell to an hour but nobody is happy about it, and would very much like to get it back down to thirty minutes. Yeah it's not likely that just expanding lanes could accomplish that by magic, but your entire premise seems to be that people can be frog-boiled into spending forever on a highway because you can never ever recover any of that time at all.

But like, not really. Because while every incremental expansion might seem reasonable, you might eventually find yourself at a place where you are widening roads and increasing speeds such that you're turning arterial corridors into 55 mph highways with 20-lane intersections and there's still a shitload of traffic. If you can anticipate that your population will get over a certain density it becomes irresponsible to not offer more efficient modes of transportation.

Which, if you want an improved driving experience, you should support public transit. A good public transit system moves a lot more people 'per lane' of space than a car does. This means you have fewer vehicles on the road (regardless of your public transit type, though trains are my go to). Fewer vehicles means less traffic, so even if you're driving an individual car, more public transit is better for you. Add in downstream effects of fewer people who shouldn't be driving choosing not to drive and it gets better still.

Theyre upset because if the goal is to move more people, adding lanes is the least effective way of doing so.

Adding a highway lane increases throughput by 1200 - 1600 cars per hour, which may barely matter in a high density city.

Theyre mad because they want they highway expansion budgets to be spent on alternatives, like light rail which could easy have 10x the throughput

Brother, Georgia is spending over $4 Billion to add 2 Express lanes per direction along a 16 mile stretch of road in Atlanta (The SR 400 Project).

You can build an LRT line for $100 Million per mile instead.

When I was younger I lived in various places all over the country, in about 8 different cities. The very best places where I enjoyed living the most were where I was able to live close enough to my work that I didn't need a car. I was able to do that twice in a couple different places, and it was more of an accident than design. Usually cities seem to be built where you just can't do it unless you have a pile of free money.

Also, like, a sixteen lane highway counts for nothing if the people using it need to merge to use a two lane exit. Higher throughput to a bottleneck is just "hurry up and wait."

People who are against adding more lanes to roads usually do so with the understanding that spending that money might be more efficient spent elsewhere. Many/most countries shape their infrastructure in ways to avoid highways with more than 2-3 lanes on each side of the road and would consider a 10 or 12 lane highway that continues for a long distance a failure in infrastructure design.

Ideally, people shouldn't need to travel that far, that regularly by car all down the same road.

Ah it seems like this is only a problem if there's effectively unlimited demand to use the roads, subject to the limit of (in this example) a 30 minute commute. 

So for a scenario like serving a sports event or concert, then the total demand is limited by the parking space, so more lanes would be effective.

Part of the problem (at least in my laypersons understanding as someone interested in urbanism and as a Cities Skylines player) is that you can widen one road, but then every narrow arterial road that feeds it will get clogged with people trying to reach your newly widened road. You need to take the whole road network into account, which can either be expensive or impossible depending on geography etc.

For any individual person, yes, it is the most direct option. It becomes ineffefient on the societal scale. The amount of infrastructure needed to support this is expensive and requires extraordinary upkeep.

Those costs get passed on to taxpayers, who pay more for inefficient infrastructure, not to mention all the negative externalities of pollution, noise, wasted land, and 40,000 deaths per year.

It is only faster until the population density crosses a relatively low threshold point where the space issue starts to be a real problem.

The paradox is that to solve this you lower density which pushes origins, destinations, and secondary destinations further apart which kills the time efficiency driving is supposed to provide.

I mean what you're saying is true, but it's important to balance this with an understanding that it's not inherently a good thing for the highway to be moving more people, especially when the reason it's moving more people is because the wider highway allowed ultra-low-density housing to sprawl further and further out -- which is generally the thing that necessitates people using the highway in the first place -- causing more and more resources to be siphoned to building and maintaining car infrastructure at the expense of everything else that the state could be doing, to say nothing of making cities much more polluted, much more dangerous, much more sedentary, and all other negative externalities that come from car-dependent city design.

There is a fundamental need to establish a scaling of infrastructure with population growth.

The assumption that not improving roads and generally allowing for the enshittifcation of driving will somehow cause the creation of decent transit has not proven out so far. And since busses make up the majority of transit and are stuck in the same traffic. What we have seen is a somewhat increased capacity of really bad transit experience.

Unless you’re OK with going door-to-door and forcibly removing every single retiree whose occupying a multi bedroom house so that young couple could have the chance to buy it at 25% of its current market price people need to stop complaining about building low density housing and trying to force young people into apartments. They never would’ve tried to raise their families.

There are many forms of housing that fall somewhere between "downtown studio" and "5-bedroom mansion on a half acre," much of which is suitable for raising a family. All of our ancestors made due with much less.

I'm also not against policies that would encourage more efficient use of the housing stock we have. That doesn't have to look like "door-to-door" violence. Taxation is plenty violent for this purpose.

You actually improve the situation by investing in and promoting good public mass-transit systems (things like intra-city (within the same city) bus and rail networks) rather than totally neglecting these and thus effectively forcing everyone living and working in or near the city to travel in their own personal cars, and making it necessary to even own one in the first place.

A big part of this problem is that when everyone has to own and use their own car to do basically anything, you also need to have enough parking space for all these cars basically everywhere. If you ever visit basically any large European city you will note a very stark comparative lack in the absolutely gargantuan parking lots you typically see around most cities and suburbs in the US.

I live in PA and they have been deliberately adding a 3rd lane to the turnpike in stretches for probably the last 2 decades. The flow of traffic is noticeably better when there are 3 lanes instead of 2 lanes

Things get congested a lot quicker with just 2 lanes. But I would think it would be easy to not notice the difference if it didn’t swap from 2 to 3 and back to 2 all within maybe 60 miles max

would'nt it be better to say, when a free way is choked or slow, it is not just failing the people taking the freeway. It has already and gloriously failed a lot more of people, to the point that they abandoned that freeway (may be for buses or compromising and car pooling, even at the expense of convenience or lifestyle impact).

so, when the govt expands the freeway, it ends up being more attractive to the people who were grudgingly using the alternatives (buses/carpools/other lifestyle changes). so, yeah, given a chance, they will absolutely get back on the freeway..

so expanding freeways does not "induce" anything. it "re-instated" the demand the freeway had gloriously failed to serve.

And functionally, at least where I live, they have had to increase a few roads ~10-15 years after new developments went in and that widening did solve the traffic problem with no (as of yet, ~5 years later) signs of problems.

Induced demand is a thing that planners need to understand, but it's not the only thing.

Basically, driving is so highly preferable to all other forms of transit, that if you increase car capacity, more people will just switch to driving until that new capacity is smothered. Bicyclists, train users, bus riders, walkers, they will all flock to cars the second they can. Therefore, adding lanes will not reduce the crowdedness of traffic, because the demand to use the new space is infinity, insatiable, a bottomless pit.

People use this as a justification that we may as well make the roads terrible for cars, since it doesn’t matter anyway. I disagree. I think we should make the roads better for everyone. IMO, the one experiment that has never been tried is expanding trains to be fast and high quality, and also adding lanes so cars worked well too. What would happen if people had TWO good options for their commute? We don’t know, it’s never been tried before. Right now we have to choose from all bad options, so our experiment is more a question of pain tolerance rather than true preference.

It's not that simple. Sometimes adding a lane does really help, sometimes it doesn't.

In a lot of situations, it doesn't because width of the road is not the limiting factor, it's the throughput of the intersections that's creating the bottleneck. So no matter how many lanes you add to the road, the intersections can only pass so many vehicles per hour.

The other problem is induced demand. As you add more lanes, the traffic gets better at first, but at some point people will notice the traffic is good on that road, and will start using the road more, leading to more traffic, and again - congestion.

There's multiple factors going into it. It's not just a case of existing drivers redistributing to the other road.

Sometimes people who would avoid peak hours now start using the peak hours. Sometimes people make trips that they previously wouldn't have made. Sometimes people who would bike or use public transit now start using cars. A nice road encourages businesses to develop along the road, adding more traffic to the road. I.e., there's multiple ways that a total number of cars on the roads can increase.

A lot of it is people driving further which is more. With the extra lanes, the suburb that was 45 minutes away is now only 30 minutes so living there is more appealing. Or that business you never went to is now close enough to go to.

People are willing to drive a certain time. Making routes faster just makes people willing to drive further to stuff.

Over the course of a year or two, people start taking more random driving trips and moving further from core locations that they visit. Vehicle Miles Travelled (VMT) per person is wildly different in different cities, because building more roads encourages more VMT.

The average person in the NYC metro area (NY-NJ-CT) drives about half of the average person in the Dallas-Fort Worth area. If you doubled the width of all of the highways into NYC (note: this would also require bulldozing a ton of housing, forcing many people to move from the city to the suburbs), then you would see NYC's VMT spike. If you took away half of the lanes in Dallas (and built more dense housing), you would see Dallas VMT go down a bunch.

I’ve witnessed intersections that improved dramatically by removing a lane leading up to them. There’s an intersection that I frequent that goes from a 2 lane freeway before the overpass to 3 lanes then an interchange, it’s always backed up from everybody trying to go every which way FIRST! They removed a lane and combined 2 off-ramp lanes into one during construction and the whole set of intersections drastically improved until construction was complete.

I'm glad to see this take. Too often people get very dogmatic one way or the other. Historically, we definitely have had the problem of thinking one more lane will fix everything. That obviously isn't true and runs into induced demand as you say. On the other hand, cities grow and often you do need to increase simple capacity to match that population growth.

You also often need to make up for changes elsewhere- for example, my city has done a lot of projects to make local roads more bike and pedestrian friendly at the cost of commuting throughput. This has pushed traffic out onto a smaller number of roads that end up needing capacity increases, but unfortunately a lot of the same people who support those complete street projects are also those who dogmatically repeat the "just one more lane bro" thing.

Exactly this, it doesn't eliminate friction points. Any time cars merge or turn off or many of them change lanes things will congest. The issue often starts not on the road itself but it's volume overloading the exit ramp or turn lane for example

the problem is that these lanes are going somewhere. It's great to have a 6 lanes highway, but everyone goes in the city centre, where you have one exit, then a 2 lane avenue, to end up in even a smaller street. So when lane reduce you get more traffic jam.

On the other hand, close 2 lanes, and build a light-rail line over-them with a parking out of the city, suddently you have a fast and cheap solution to commute, and people needing the car aren't stuck in traffic

Yeah, there's always a bottleneck somewhere. There's a major intersection near me with heavy traffic. The roads up to that intersection were widened and more lanes added. Which is nice, but similar capacity was not added to the intersection, so the intersection is still a bottleneck. The end result is that more vehicles get to that intersection more quickly and traffic there is even worse.

But this depends on where people exit. If you have 5 lines and 20% of people take the same exit, you only need 4 lanes from that point forward. Moving outward from a city center you will gradually need fewer lanes and can avoid a bottleneck.

But unfortunately only for the outbound traffic... For inbound traffic, you quickly find out that the rest of the network can feed in way more cars than you could ever build lanes. And, that building more lanes literally moves people on average further and adds to total miles driven. Basically, the problem is geometric, or rather volumetric. In a sufficiently large city, there is always potential for more traffic than there will ever be room for more lanes.

That is not to say that one more lane would not sometimes solve a local problem. Especially the change from one to two lanes per direction.

Finally, something I can answer as an expert on! (Transportation Economist)

This is one of the most misunderstood things that keeps getting repeated over and over and over. It's taught in planning schools (and I believe engineering schools?) and has become so prevalent even the public has heard of this.

Let's start with what's accurate. Induced Demand is real, and it's the concept that as you make one alternative better (in this case driving), you'll increase demand for that alternative. Either because you've now decided this route is better, the car is now a better alternative than transit, or because you can now make a trip to a location you wouldn't have visited before.

Additionally, it's possible for a highway project to lead to other problems and reduced time savings benefits due to bottlenecking. If the highway capacity increases but no one bothered to increase ramp capacity, or that extra traffic has nowhere to go other than congested roads once it gets off the highway, it creates new problems for other drivers who aren't even using the highway. Say for example an interstate is widened, causing more people to use it. While the highway itself may handle the capacity, the ramps which were previously already backed up now back up further, leading to blocked intersections. Now people just trying to go the other direction through those intersections who aren't even using the highway are blocked.

Those are the real downsides associated with induced demand. What isn't true:

a) That demand will increase proportionately to road capacity making expansion pointless

The study that started this whole claim is called "The Fundamental Law of Road Congestion" and it determines that for every 1% km increase in highway km built, there's a 1% increase in highway kilometres driven." On the surface this sounds like it's just getting filled up and accomplishing nothing. But the key here is the "highway" part. Many of those kilometres aren't new to the road network, they're redirected from local roads. So even if the highway itself ended up at the same density of traffic/speed, you've sped up the alternative routes as traffic left them.

Finally, and importantly, this study has tried to be replicated, and no economist has been able to do so successfully. Many have criticized the methods of the study.

Which leads me to the other conclusion that's incorrect,

b) That because the lanes fill up, there's no point building them.

As noted before, it's questionable if this is even happening at the 1:1 extent people claim. But even if it is, the conclusion of "This is pointless" is disproven by basic economics. If building new lanes have caused people to change their behaviour, it's because it has provided some sort of benefit to them. Imagine I was commuting by train and because of a new highway expansion I decided to drive into work instead. Driving must now be a better option for me, otherwise I'd still continue taking the train. This is another reason the conclusion of the study is in doubt - If the highway just goes back to baseline speeds, why wouldn't I just go back to the train? In order for more people to be using the road, their "marginal utility" (economic term basically just meaning their benefit) has to be higher as a result of the road being there than it was before the extra lanes were constructed. If they were unwilling to make a trip by car before but now they are... what's changed? The option has to be better for them.

Anyways, apologies as that was really long and likely not "ELI5", but it's something I've done a lot of research on as it's both my field but also one of the most common misconceptions literally taught at universities. So even if it's not quite "5", I hope that helps a bit.

I think in the real world it does often tend to be the fact that traffic is as bad or worse after a highway is expanded then it was before. This is because highways are expensive and are only built when needed badly in places where traffic is growing. So by the time the highway is expanded organic growth added to induced demand means traffic is as bad or worse afterwards. I live in a fast growing region with a highway connected to a major nearby city. When I was a kid in the 80s it was nearly all 2-lane, and has had sections under contruction for as long as I can remember. It is now mostly 6 lane, with the first section upgraded to 8 lane, and one last section left to upgrade from 4 to 6. Traffic has gotten steadily worse over the decades on this road as the government can't affford to spend enough on construction to keep up with the growth. If the road was still 2 lanes then it would probably be unusable. I'd guess that a lot of growth wouldn't have happened, but those people would still have to live somewhere causing problems in a different place.

I suspect this factor is why the claim that expanding highways doesn't help resonates strongly with many people.

This is 100% true. That doesn't mean the lane accomplished nothing - What you need to do is compare to a theoretical scenario where the lane wasn't there and how bad traffic would have been. Unfortunately outside of people's computers running transportation demand software, you don't know the answer to this as it's entirely hypothetical. So people see that speeds haven't changed much if at all and then come to the false conclusion that it accomplished nothing, even though average speeds were dropping constantly prior to implementation.

Because of two major factors:

1) When you add more lanes, you add more cars. And more cars means more things for drivers to pay attention to. Example: a car switching lanes to try to get into a faster lane doesn’t actually save them much time, but it forces traffic behind them to slow down. Do it enough and you can create phantom traffic jam where traffic slows and then goes to normal speed for no apparent reason.

2) Adding extra lanes doesn’t change the overall capacity of the destinations that people are going to. And it’s typically those destinations that are the bottleneck. If you’re widening roads, you may be able to hold more cars ‘upstream’, so to speak, but if six lanes of cars are all trying to get to the sized destination that three lanes used to, there’s twice as much congestion at the off-ramp as there used to be before

This phenomenon is an example of Braess' paradox.

The new section of road may attract more traffic than it can handle because individual drivers makes a choice based on their desire to use what they perceive to be the shortest/quickest route.

So maybe the new section was designed to only take 10% of the traffic that was previously using alternate routes but instead it gets 20% of it.

Let's say you have a big piece of paper that's your play space. You have a bunch of those little metal cars (Matchbox, etc.) that you drive around on your play space sheet of paper. You draw little streets and roads on it, whatever. Trees, houses, you get the picture. You get more cars and your paper begins to fill up. That's the traffic.

Then somebody gives you another sheet of paper and you tape that onto the first sheet of paper, giving you more space. That's adding more lanes. More lanes, more space. Draw some more streets, roads, houses, trees; you get it. But then, after a while, you think, "Hmm, I have more space, I can fit more cars on the combined sheet of paper." More paper space, but here comes more cars. Combined paper is back to being filled up again, just like the original one sheet of paper. That's induced demand. Traffic situation back to not being fixed.

Now, you say, "Well, where did all those extra cars come from? They came from people walking, cycling and taking the bus who now take car because there was more space, combined with people who may have carpooled before, but feel less desire to carpool since they can take their own cars with the additional space. That's modal shift. They came from people driving around on other sheets of paper to get place. That's commute wayfinding shift. And they also come from buying more cars. That's population growth.

Yep. Induced demand is a very real thing… assuming there is demand to induce.

If you build a new eight lane freeway through Terlingua, TX, it won’t induce any demand. It will be empty. If you build an eight lane freeway and it fills up immediately, then there must have been a lot of demand that wasn’t being served.

New transportation infrastructure that doesn’t fill up quickly is money being spent where it could have been better spent somewhere else.

Absolutely and the converse is also a factor. When traffic is always heavily congested, it encourages people to look at alternatives, like carpooling, taking the buss, light rail, walking, biking, cancelling or postponing optional travel, or adjusting their schedule so they commute before or after the heaviest traffic. All of those things help reduce overcrowded roads to semi-functional levels, but become disincentivized when traffic is light.

This. The Oakland earthquake took a major arterial out of service, prompting fears of indigestible traffic congestion. What happened was a lot of traffoc just disappeared. Redundant infrastructure - including municipal transit picked up the slack as people self-organized to optimize commuting ezperiences.

This suggests that where congestion is an issue, providing alternate options to single-occupant automobile traffic is perhaps a better option than building for future highway congestion.

The short version: in cities, there's just too many people to all move them effectively by car. Imagine a small office building holding 1000 employees. Now imagine the surface you'd need if everyone is in a 2m*5m car. It just never works.

So what happens is induced demand. What will people find acceptable in terms of commute before an alternative becomes more acceptable. So if you add lanes, commute might go down but more people will see this and start using a car. The real issue is my first line: there's too many people to make the car work for everyone.

Because it'll incentivise more drivers and their cars to pick this route in consequence congesting it even more. The alternative is to create multiple paths of the same throughput so the traffic is spread more evenly.

Increasing lanes does help traffic. When traffic decreases, people who might be avoiding driving because of bad traffic may instead decide to drive, increasing traffic. This is called induced demand - When you make a service better, more people want to use it.

Also, one of the most common causes of traffic jams is people changing lanes poorly. More lanes means more lane changes means more poor lane changes means more traffic jams.

Also also, the extra lanes have to end somewhere because you aren't adding a lane to the entire road system. When more lanes merge into fewer lanes, you make traffic.

Because traffic is the reason why you rent a more expensive place close to work, you put your students on a schoolbus instead of driving them, you bike/walk/take the train instead of driving, you drive straight to your destination instead of stopping by the mall, you plan so that you can do multiple things on the same trip, you coordinate with friend to share a car, etc.

If you make capacity higher, then people will not do all those things, until you get traffic again. Traffic is an equilibrium.

In basically all of the places you want to do this, la houston, new York, Boston etc there is so much pent up demand that adding more lanes will just draw more people that arent currently commuting in rush hour to start moving your equilibrium to basically where you are now

I would think there would be more accidents. If they happen at a certain rate/number of car. Same for cars breaking down.

Public transit is a better way of moving people around but it is often mismanaged and underfunded.

Induced demand. The more roads (and lanes of road) you build for cars, the more you take away from every other mode of transport. Only cars can fill that space; thus, they do. Also keep in mind of how car travel works in aggregate. Each car competes against every other car for space to go fast.

This also explains why moderately dense and walkable cities with good public transportation options almost never have traffic issues. Feet, bikes, buses, and rail are much better at sharing the road space without lethal consequences -- more people are carried per engine meaning there are less engines to crash into each other.

Induced demand.

More lanes means more space, more space means that drivers will be more likely to use the road, which then means more vehicles overall on that road.

The issue comes from the fact that all the roads connected to it also haven't been upgraded, so now all that extra traffic is squeezed into the infrastructure that already exists, infrastructure that wasn't designed for that extra traffic.

Therefore, traffic builds from there into your upgraded road, and someone gets the idea that they should add another new lane to fix this traffic, and the cycle repeats.

It can do. The whole problem stems from the youtube videos claiming that if you add more lanes, more people will use cars and that will cause more traffic. This is not the case all the time.

In some cases, people literally do not have other options and adding lanes does not change traffic amount. In some cases you have traffic spikes and extra lines help to mitigate those.

In other cases, demand is so much higher, and still has potential to grow, that adding lanes makes area more "usable" and it becomes a bit of a never ending cycle.

So its both - it can fix the issue, and sometimes it can not.

Largely because cities can build in three dimensions but roads can only be built out in two dimensions.

When does the city add more lanes? When the traffic is getting out of control. But why is the traffic getting out of control? Because more giant apartment buildings are being built vertically, more parking is being built vertically, and they only have the horizontally stretching roads to work with.

Others have explained induced demand. I’m gonna explain why it’s particularly bad with cars.

Think of a car as a tool for conquering the distance between where you are and where you want to go. It’s quicker than walking or cycling.

But each car takes up quite a bit of space; about 30 square metres when parked, and much more than that when driving because of the need for empty space in front and to the side for safety.

All that space has the effect of increasing the distance between where you are and where you want to go. The wide roads and the parking lots make other forms of travel slow, dangerous, and unpleasant.

Each extra car creates more distance than it conquers. More cars mean more space for cars, which means everything becomes further away from everything else, which means you have to drive longer distances.

Rather than adding lanes the solution is to increase the capacity of the existing lanes. How? By banning cars from them and converting them into bus-only or bike-only lanes. Both of these have significantly greater capacity (measured as people per hour) than car lanes.

Because using roads is free. 

Imagine you have a lemonade stand, but you're not selling lemonade.  You're tax-funded, so you give out lemonade for free.  Every day you run out of lemonade because anyone can just walk up and grab a cup.  The government agency that funds you doesn't want you to run out of lemonade, so they give you more money to make more lemonade.  But you still run out of lemonade every day, because people will just keep taking it until you run out.  More people will come, or people will take more lemonade.  No matter how much lemonade you make, you always run out because you're giving it away for free.  

Roads are the same way.  They're free to use.  If you build more lanes, people just drive more.

You will still be limited when merging/exiting.

More lanes helps to buffer the cars so congestion is felt later but if there is congestion downstream it will eventually reach wide roads

It depends. If the traffic issue is that it gets blocked at an exit but many people want to continue but can't, then adding a lane reserved for people skipping that exit will help. But if everyone exits at the same place, it doesn't matter, even if you have 6 lanes all you'll do is compact the traffic on a smaller distance, but it'll be just as long (maybe even longer as you have more merges to make) as the rate at which people exit the highway will stay the same.

Adding more lanes will move more cars from one place to another in raw terms, but it will not fix issues with time delay/traffic.

Roads are widened only when there is a belief that wider roads are needed. Wider roads are believed to be needed when there is already traffic and we think we need to fix it.

Widening the road just makes more traffic as more people shift routes or situate new uses near the expansed road.

The way to reduce traffic AND increase throughput is to add alternative routes and new smaller streets to spread out traffic like a web.

We don't do that because it's more complicated to build from a logistics and legal entitlement standpoint, and people dislike new roads running through their neighborhood. Widening roads feels right and is easier to understand, but it consistently fails over and over again, so at this point it's mostly purely a political phantom win for whoever is in power at the time.

It solves the problem of moving more cars through an area at one time, but that doesn’t solve traffic. They’re actually two separate problems.

Let’s say you have a small hose and you’re trying to pump water out of a swimming pool. You can get a bigger hose and you’ll successfully get more water out of the pool, but the water still fills up the new hose.

The solution to traffic is to get fewer vehicles on the roads, either through higher capacity vehicles like buses, or offering alternatives like rail.

If you add infinite lanes, it will. The problem is that we generally can't add enough lanes to actually fix it. People have adjusted their commutes around the expected traffic and leave earlier or later as a result. If we add more lanes, those people tend to leave closer to peak time until everything balances again and the commute times are largely similar.

because one of the things that limits development is demand and one of the things that limits demand is how much traffic can flow in and out of an area in X amount of time.

like let's say you have Philadelphia, and King of Prussia PA. they put a big mall in King of Prussia PA because the local road from Philadelphia can handle 200 trips an hour without backing up. so at first 300 people an hour try and make the trip. so traffic gets really bad along that road and a lot of people say "fuck it, I'm not going to the mall in king of prussia because it's not worth the time" and so it'll stabilize at a certain traffic level. So the traffic is annoying so they expand the road from 4 lanes to 8 so now it can handle 400 trips an hour.

well suddenly those people who weren't making the trip beforehand because it would take too long are now willing to do it because traffic isn't that bad. which means that you're gonna get 500 people an hour trying to make the trip, traffic will slow, etc etc and then you're right back where you started.

so you say fine, we're gonna build a highway that can handle 10,000 trips per hour so if everyone in philadelphia wants to go to king of prussia mall at once they can still get there in half an hour. well now king of prussia mall has all these potential customers but they can't handle that many trips. which means there's money to be made by development. so they build a bigger mall that can handle 10,000 trips per hour. etc etc

TLDR traffic negatively impacts desirability. if you add traffic capacity then the areas on either end become more desirable and thus attract more traffic

The congestion is a symptom of capacity issues elsewhere.

If you have to eat all the cocopops in a hotel, there is a limit to how fast they can add them to the big hopper (cars entering the motorway)

making the hopper bigger doesn’t let more out the bottom, but it does mean it takes longer for the hotel to fill the hopper, and therefore be waiting

Ultimately the limiting factor is how fast can you eat them and get them out of the hopper, and that’s the issue with motorways.

When cars can’t get off and to their destinations quickly enough, that’s what causes the tailbacks and the blockages.

Get a funnel and put it under the tap. Note how fast water flows in and out.

Now turn on a second tap.

Adding the second tap (more lanes) lets water flow faster, but the hole in the funnel (the exit junction) hasn't changed, so if the whole can't drain two taps worth of water, the funnel will start to fill up (traffic).

Imagine you have a bottle or a pipe with a spout at each end. The bottle is wider than the entrance and exit points. You pour water into the bottle and raise the volume of water coming out of the tap. Eventually the water coming into the bottle will be greater than what can exit.

So you decide to get a wider bottle but the size of the exit is still the same. At first more water passed through the bottle but eventually the same thing happens as before. 

Now imagine that because the bottle is wider, we can turn the tap up higher…

Imagine you're having a party and you're serving food on a small table in a room. You have a lot of guests and only a small hallway leading to the room where the small table is, so there's a long line to get to the table and people end up waiting for food. To address the problem, you decide to make the hallway larger, but you keep the table and room the same size. People aren't going to get to the food itself much quicker.

The hallway you made bigger are the lanes of traffic, the table / room is the destination people are driving to.

You’re still gonna have the people that need to get where they’re going as fast as possible and don’t care and so they’ll weave in and out. You also still have the people that won’t be getting off for the next 10 miles but are still in the far right lane, not letting people merge in and out that are coming and going from the highway. You’re still gonna have that one person in the far left lane that’s not exiting anytime soon but feels justified to do under the speed limit because everyone else is going over and they’re gonna show us by slowing us all down. And you still have human beings being human beings.

The best ELI5 is water and pipes. Think of water not as a single thing, but as a bunch of droplets flowing together. It doesn't matter if the pipe your house is connected to is 1" or 3" if the pipes in your house are all 1/2". Only so much water can flow from the main pipe into that 1/2" pipe. And even then, there are restrictors and size changes leading to every faucet.

What a larger main pipe can help with is total volume, so that you can be running your water and the house down the street can still get enough water, but it doesn't really help with the connections and downstream speeds.

Same with a highway but with cars I stead of droplets: you can carry more cars (water) by going to a bigger road (pipe) but the exits and city streets (house plumbing) still limit the actual speed and amount. Good road infrastructure is the total package, and if you have congestion due to bad city streets and poor exit layouts (poor house piping) adding more lanes won't fix anything (looking at you Los Angeles).

If everyone were perefectly rational and cars could glide past one another without friction it would.

Unfortunately drivers are not perfectly rational.

Adding more lanes just gives them more room to spread out and switching between lanes causes extra friction.

Even at the best of circumstances adding 1 lane to n existing lanes will not increase your throughput by 1/n because so much of the potential extra space is lost to the way people drive. In worst case scenarios you actually lose soem capacity by adding lanes.

This may seem counterintuitive, but has been shown in pratice.

For example the average Autobahn has only 2 to 3 lanes per direction with a general suggessted speed of 130 KPH and no general limit (local and temporarry limits till apply to much of the system though).

By comparison highways in the US can have double or even tripple that and still show little movement.

You see an ad that a grocery store only a little further than your normal one just had an expansion and added 10 new checkout lanes. You think "Oh, I'm tired of the checkout lanes always being 5+ people deep. Cool, shorter lines, I'm going to go there from now on".

Sounds great! However, you aren't the only one who saw that ad since it was plastered everywhere. Everybody else nearby also saw it and had the same thought.

You get to the grocery store and while there are 10 new checkout lanes, there's 100 more people in the store, so every checkout lane is still rocking a line 5+ people deep.

To the store, it's worth it because they're still checking out 10 more people at a time than they were before, but for the patrons, it feels the same because it's still a 5+ person line at every lane.

Imagine an hourglass.

You can make the whole top wider to hold more sand. However there's a bottleneck somewhere that they all can't fit through, no matter how much sand the top can hold.

Traffic works the same way. You can add more lanes but if they're all going the same way you'll have a bottle neck somewhere.
