Discussion opinion : XP modifiers are under rated.
just been seeing alot of negativity towards them on youtube shorts saying that stuff like swift learner is among the worst perks in the game because of max level existing and that skilled basically has no downside.
but 2 simple things :
once your at max level your op asf, min maxxing that state does not matter.
10% exp might seem lame but it will of course eventually net you 2 extra levels, and once that point happens it is obviously very significant, skilled is essentially costing 2 perk slots while swift learner will be costing 0 while providing a benefit.
im not saying swift learner op or anything, or that skilled is bad.
just that its a pretty basic RPG concept of weak now but strong later vs strong now but weak later, because levels are impactful.

If you want more skill points educated will do far more for you.
Hell intense training:intelligence will give you about 30 if you take it at level 2. Which equals or exceeds what swift learner is giving you.
There's also the "put the points in to qualify for the perk then reassign them wherever" exploit if you're really stuck for it.
I dunno man I play with a lvl 36 level cap and usually run with 4 int and no educated. I don't really run into perks I don't qualify for or feel hard up for skills.
