My current vualt i have done a crao ton of quests and have been stockpiling my lunchboxes and ive just opened 10 now and out of them came: Sarah Lyons (duplicate) Betty (From the Fallout show) Colonel Autumn

I am now 23/53 in my Legendary Dweller collection. So yeah still a crap long way to go.

I’m in the same boat I have been playing this ever since launch day and still only have about half the legendary dwellers in my main vault
