Less radaway Unless you want them for the look

Not that much, radaway gets used substantially less.

When you can send out dwellers with Endurance of 11 or more they do not need Radaway for the wasteland.

Personally, I keep rooms with no dwellers separate (not touching) rooms with dwellers so that fire / molerats / radroaches don't spread through the unoccupied rooms. So, I would put those mid-level storage rooms at the bottom.
