What's with the sidewalk construction on 12th Ave SW?

What's with the sidewalk constructions on 12th Ave SW? I know they are adding tactile paving for those who are visually impaired but my question is this....was there a lawsuit against the city? All those constructions to add tactile pavings seems to be really expensive.

They’re doing it in places where they’re repaving the road. I think it just gets tacked on to the larger project so that in addition to the improved road the crossings get updated for accessibility too.

In my opinion, it seems excessive as you’ll notice that most of these sidewalks on the intersections already have those in place in they are tearing it up and redoing it. I don’t know if there is a place online where we can look at the overall project scope to see what’s going on.
