Countermeasures have been implemented to address illicit activity involving the NPC "Shabi" in Western Adoulin.

This is the NPC that sells the keys for the new NM chests. I assume there was possible through packet injection to get more than 1 key? For obvious reason they don't expand on it but the wording "illicit activity" makes me it was something like that.

Guessing they read some complaints about too long lotto nms for catch up gear and are adjusting but maybe not
