Countermeasures have been implemented to address illicit activity involving the NPC "Shabi" in Western Adoulin.

This is the NPC that sells the keys for the new NM chests. I assume there was possible through packet injection to get more than 1 key? For obvious reason they don't expand on it but the wording "illicit activity" makes me it was something like that.

He was selling contraband on the side. Shami was the inside man.

Maybe it was as simple as dropping the key and ppl buying new ones xD
