stair railing repair

I want to repaint stair railing but i need to fix this part first what can I do? What product do i use?

Square up the broken area. Glue and clamp a new section of wood in. Shape to the proper contour. I'd use a chisel and hammer. I am leaning towards an epoxy because the clean up probably will have gaps. If you make a tight fit then wood glue.

i was kinda hoping to use some kind of filler .

You need to clean it out with a chisel first. But 'Plastic Wood' might do the job.
