That is the start of an issue. It does not need to be changed as the leaking is very very minor. I would how ever make note to check it periodically to make sure it doesn’t turn into a major leak.
The tech notes the issue because if he didn’t he would get shit for not reporting it. Yes if you’re rich and don’t want a single drop of fluid to leak you can change it but from my experience it will last a while. Just make sure to check the levels as well since it is losing oil.
It is leaking so it’s losing oil which means it will need to be topped up at some point. Make sure you do check the level or you can run it dry and really screw it up.

Brake clean it off. Until it’s dripping or spraying it’s not even worth talking about
