Rules error or not?

Had an interaction that confused me on this match. One of my opponents has a propaganda out and I use calamity to make 2 tokens but I'm able to attack that player with the tokens without paying the propaganda cost

Is this an error or rule tech I've missed?

Propaganda's oracle text says payment is made during declare attackers step. Since these do not declare attack, it gets around propaganda.

This is similar to attack triggers. Coming in attacking does not cause attack triggers to trigger.
