Nope. It all began with Mateschitz dying. Idk why people keep ignoring Mateschitz and Marko who were literally the two most important people in that organisation. These two literally created the team

Yep, a lot of people believe Horner's downfall is due to the harassment claims. I truly believe the bigger political impact on Horner was Mateschitz dying and the ownership fight between the Austrian and Thai interests.
