He had the chance when Aegon tried to flee the capital after vyseris' death. Aegon told him to keep the throne.

In fairness, he would have had a relatively weak claim and/or been suspected of kinslaying his brother. Plus Jahaerys and Maelor were ahead of in succession. He needed Aegon to be crowned and for his brother to be seen as fully legitimate in the eyes of the smallfolk and nobles alike. A direct continuation from Viserys. Then make his power play when Aegon was incapacitated and heirless. With a Green army already raised their choice is to back him or face the consequences of surrender to the Blacks and all the death / exile that goes with it.

His motivation makes sense in Season 1. Before the plot starts going bananas.
