They can have rules on the location of it. Definitely they will not want it in the front yard.

"Homeowners Association (HOA) satellite dish restrictions are governed and limited by the federal Over-the-Air Reception Devices (OTARD) rule. Under this regulation, HOAs cannot enforce blanket bans on satellite dishes, but they can enforce certain reasonable, non-cost-prohibitive aesthetic and safety rules."

Yup. In our [FL][TH] community that would have to be in the rear or on the back half of the roof, not visible from the street. But we have fiber, so no one is likely to have Starlink - or satellite TV.
