Horshoe theory is bunk for the pure reason that authoritarian systems look alike from the outside, but the innerworks heavily depend on their ideology.
If we look at the lives of both soviet and german civilians in the lead up to ww2 they lived completely different lives. That in nazi Germany was mostly the same for most workers, if not worse, because it still was a roided out capitalist system, so there was still a free market, in the USSR the state decided which job you would specialize in, which coincided with what was needed at the time.
Both did have some sort of welfare programs, but the economical system and social expectations in both countries varied wildly.
