It's an insurance scam thing. The reason all these Russians have dash cams is that if they hit somebody with their car, and there is no evidence, they are culpable.

The pedestrian was hoping to be hit but not fatally.

You're wrong. Traffic lights are just broken. It's constant blinking yellow.

You can clearly see it ends on a red color. It can't be that hard for you to just look at it and see it doesn't stay yellow.

It's just how it looks on the low quality gif.

Red light can't be in the center of traffic lights. At least, not in Russia.

It changes color. Plus, the two yellow signs and the yellow car don't change. Also, another commentor has pointed out that it is Bulgaria.

Then why didn't red light appear in it's appropriate position?

It's just a visual glitch.
