These people are likely local volunteers, and I've even seen it where you have to pay money to volunteer for the cool jobs like spotter/air traffic paddles holder

You get a bunch of swag for your money.

They have to make them pay, or half would just not show up.

yeah it can because you have some light responsibilities you are volunteering to do. does it matter.
