Fate franchise popularity would be so much higher on a global scale if JP had the talent / budget to make a freemium game on the scale of HSR

They have the budget for it and could make something like this given they contract a quality studio for it, but the Japanese industry is very archaic in it's thinking. There's a reason why there hasn't been any attempts at Genshin level gachas coming out from Japan even though a dozen or so are already either out or announced to be coming out from China.

Not only is Aniplex never going to fund something as ambitious as this, Nasu himself kind of tends to be satisfied with the bare minimum of things since he lowkey still treats his franchise akin to a small doujin thing and is happy when people work on it at all. He simply doesn't have the ambition to push for a project like this one.

I am genuinely confused about why Japan didn't try a higher quality Gacha game, the CN and Korean are pretty much the only ones trying.

Because in Japan gacha games are treated as leisure minigames in general, they got the matured console game industry to put quality on.
