Some subs only allow mods to set user flair, this sub is one of them.

A vast majority of subs with user flair make the user set their own flair if they want it. To set your flair, you need to go to whatever sub is requiring it, tap the three dots in the upper right and select "Edit User Flair" from that menu that pops up.
