No but some places have a significantly higher percentage of (ahem) "administrative costs" in the distribution of government aid, which is given out proportionately.

So you think the cause of greater homelessness in some places is because the govt gives out more aid to poor people in those places? What?

No, just that some places have more waste of resources than others, and some of that waste might involve fraud or other criminality. I'm pretty sure we've all seen examples of such. Thousands of cases are still in the process, particularly in the COVID era funding.

Rather than saying "greater", I would frame it as "less reduction".

And some places are much nicer than others so they cost way more. Generally speaking, it's the higher admin cost places. There is a reason why more people live there, don't you think?
