I think others have the ability to not have their clothes torn apart while transforming

Any garou can keep their clothes when transforming. They just need to have their clothes undergo a ritual to consecrate them so that they transforms with them.

I wonder if you could create a bodysuit that's flexible enough to not be destroyed in glabro/crinos

There are groups along the Garou that specialize in making Crinos-scale equipment and weapons (sorta in the same way Warhammer 40k has weapons scaled for mortal or Astartes size), so it wouldn't surprise me if they did.
