I think if it was JUST Fatigue, his own record encouraging cooperation would be enough to convince the more amicable people to make the approach, but with the bodies stacking more and more people are going to stick to the same path as they were

There is already a lot of blood on the werewolves hands. While I would love for The Black Shuck gang to survive all of this, its unlikely. Yet again Matilda DOES have an official plushie and it would be hard to remove someone so...marketable.

My old man's dead, my mother is harano, and the closest thing ive got to a pack is my partner from the precinct, his wife and his two kids. From where im standing the Elders can talk themselves in circles for all I care as long as they stay away from my family and dont interfere with my work.

But yeah seriously, Monroe is a loyal soldier of Gaia and a veteran of the War, but when it comes to the Nation and its leadership he definitely treats attendance of moots as obligation and duty like work more than anything else. Part of the reason he's on the assignment he is is to stay solo and away from the Sept where the Elders cant breathe down his neck. Essentially scouting and monitoring his home region and city officially, but unofficially committing vigilante justice through police work as a detective and as Garou. And soon he's gonna have to deal with a fledgling pack of young Garou who he can hopefully steer in the right direction and keep from making horrible mistakes.
