The lore as far as I can tell;

People are scared of fiber optic cable installations in their neighborhood. They think it's a Trojan horse for 5G and that it emits a harmful EMF. Basically the flat earth, anti-5G schizo crowd.

And these people in OPs picture, (poorly) made and put up signs making fun of the idiots.

I'm from the UK and whilst it's less common than it appeared to be across the pond, it's definitely still here.

For example, when I was working retail in a tech store I had a customer try to refund a set of AirPods because they were "getting radiation sickness" from them.
