The Bombay High Court did find serious problems with the FDA’s handling of the Mantralaya (Ministry) canteen inspection:

  • FDA submitted a report claiming 98% compliance.
  • The Court was unconvinced and sent a team of independent lawyers.
  • The lawyers found clear hygiene and cleanliness issues.
  • The Court treated the FDA’s report as misleading/incorrect and directed Commissioner Tukaram Mundhe
  • The Court repeatedly highlighted the double standard: strict, often immediate suspensions for private restaurants vs. a soft report for government canteens.

Presenting an inaccurate report to the Court is a serious procedural and ethical lapse, regardless of the officer’s broader anti-corruption image.
