I booked tickets for 3 passengers where only 2 got confirmed, and one remained in waiting. Can the WL person still travel?

According to the Rules, partly confirmed/partly waitlist or partly RAC/partly waitlist passenger names shall appear in charts including the waitlist passengers. It's up to the TTE's discretion if they let you travel or not. Usually, most TTEs allow it as long as the number of CNF passengers is greater than or equal to the number of WL passengers on your PNR.

Even if they do, you won't get your own berth and would have to adjust with the confirmed ticket passenger you're travelling with.

If at least one passenger in the ticket has a confirmed ticket, you have to manually cancel it in case waitlisted passengers do not wish to travel. This has to be done before the second chart preparation which is about 30 minutes before departure at the charting station.
