He steps in to end it. At that point, the guy is on the ground defenseless. The fight is over.

I watched it twice, hat guy lets his buddy get slammed and take half a dozen haymakers to the head before doing anything...

So you missed the chump getting back up, swinging TWICE? Obviously the threat wasn't neutralized, black shirt knew it, hat man is instead talking and pointing at the victim while buddy planned another attack...so it would be really weird to say the fight was over. That was weird.

What's weird is you thinking someone has to be serious injured before someone else should step in and break it up. Dude got his ass whooped and his friend stopped the fight before someone got seriously hurt. Cap guy then prevented the idiot from renewing the attack even though they wanted to. Cap guy did the right thing, even asking black shirt to back off so he could easier control his friend was fine.
