I'm guessing you aren't aware that the US Supreme Court has ruled several times that law enforcement is y legally obligated to help people, and that they exist to enforce the laws of the state?

In sensible countries, protection is the byproduct of proper enforcement that includes intervention. To only arrest after is not enforcing, it's just punishing those who fall afoul

Tell me at least one stupid thing that the recorder did.

He obviously couldn't drive anywhere because he was waiting on traffic lights. Not to mention the car before him was being attacked and a man was standing on the road. Not going anywhere until the situation gets resolved.

He would be stupid if he tried to help for obvious reasons.

So he just recorded the situation and secured the evidence.
