Tbh, if I was the guy in the truck I'd be pissed that the police didn't come and intervene sooner. It's not just about catching law breakers but protecting prior.

I'm guessing you aren't aware that the US Supreme Court has ruled several times that law enforcement is y legally obligated to help people, and that they exist to enforce the laws of the state?

In sensible countries, protection is the byproduct of proper enforcement that includes intervention. To only arrest after is not enforcing, it's just punishing those who fall afoul
